Nestled between the three friendly nations of Reldoa, the small city of Keggekhar is an evolving community. Mostly inhabited by dwarves and humans, the city itself is pretty stable. Expanding from a mining town to a trade city, however, faces its inhabitants with unique challenges and strife between traditionalists and progressives. How the city will fare through these changes depends on the thoughts and actions of the next generation of potential powers.
Keggekhar Small City: Conventional; AL LN; 15,000 gp limit; Assets 6,885,000; Population 7,324; Integrated (45% human, 41% dwarf, 8% gnome, 4% half-orc, 2% other). Keggekhar is a city amidst times of great change. Once a small dwarven mining village set into the mountain trails, it evolved into a trading hub once two human nations stretched eastward. While the mines remain busy, there is a growing middle class as more goods and ideas flow across the borders of the human and dwarven nations. The city has recently separated from the dwarf kingdom as its population has become more balanced; it is now an independent city, though it remains influenced by each of the three neighboring nations. The ruling council of Keggekhar consists of a dozen councilors, usually eight humans and four dwarves to match the balance of the three nations. Three coucilors also serves as governors, holding additional power and responsibilities. Major decisions generally require a majority vote, though each councilor has a level of direct governance over a portion of the city. Architecture Keggekhar was originally a purely dwarven settlement, underground and small. Once humans began moving in, however, the city largely moved to the surface, set into the passages which wind between the surrounding rugged highlands. Buildings are mostly squat, only very rarely exceeding two stories. Most are built of stone, as it is far easier to come by in the mountains than wood. Additionally, many structures utilize the environment for stability; some are carved directly into the mountains, and a few extend underground as far as they are tall. As the city has only recently grown beyond its simple mining origins, many buildings embody no particular style. The newest structures tend toward an elegant and integrated motif, as though they were simply fancier protrusions of the mountains themselves. The few towers in Keggekhar look like large, smooth stalagmites.
Layout Set into the low mountainside, Keggekhar's buildings and streets are situated between rocky passes. While most of these passes are natural, some have been carved out to greater widths to accommodate the city's growth. Few proper roads exist beyond the primary broken stone boulevards; most buildings are adjacent to these, which is useful as much of the traffic is ore and iron goods moving within the city.
Persona Most of the dwarven inhabitants of Keggekhar belong to clans with long histories in the city. Even some human families have lived there for a few generations, developing stronger links to their dwarven neighbors. A considerable amount of strife exists between the more established clans and the recent influx of humans, each group having different views of the future of Keggekhar. The more established groups tend to be old mining and ironworking guilds, hard-working and honorable. They view the outside world with a slightly wary eye, as their new neighbors have gained more control over their old settlement. However, they are kind to those who would not do them harm, as trade has always been important to them; after all, food is harder to come by in the mountains. Immigrants to Keggekhar have a different view of things from the native groups. They see the city as a trading hub between the three nations, and many wish to expand it more to increase its role. Most occupations beyond mining and ironworking are performed by these new residents. However, the newer factions have little influence over the city's long-established militia, which is still almost exclusively dwarven. |
